The decentralized structure of the Spanish network responds to the need to maintain a stable presence throughout the country, by carrying out its activities on a local, regional and national level in a coordinated way.
The highest body of EAPN-ES is the General Assembly, where all of the organizations that form the network are held, and which is in charge of making all strategic decisions.  Just below this is the Executive Committee, composed of five state organizations and a representative of the national networks, as well as the Permanent Committee, composed of two representatives from the state organizations and six from the regional networks.   Likewise, the Network carries out its objectives through work groups that are organized according to the strategic necessities of EAPN.
Lastly, the Technical Department of EAPN-ES, whose headquarters is located in Madrid, carries out coordination efforts within the Network in addition to organizing European and State participation meetings and the work groups, while at the same time channeling the information generated by the different networks and organizations that compose it.
