What is EAPN?

The European Anti Povery Network – EAPN (the European network for the fight against poverty and social exclusion) is an independent coalition born out of NGOs and other groups involved in the fight against poverty and social exclusion in the member states of the European Union.  The coalition was created in December 1990 by organizations in the European Union that worked with people living in situations of poverty and marginalization. As a result, it became an assessment authority on behalf of the European Council. EAPN is also a founding member of the European Social Action Network.
EAPN is committed to eradicating poverty and social exclusion. It seeks to enable those people who experience poverty and social exclusion to exercise their rights and responsibilities, as well as to free themselves from their isolation and their situation. Its main objective is to place both of these issues at the center of political debates in the European Union

The European network for the fight against poverty and social exclusion in Spain (EAPN-ES) works to transfer this objective to the situation in Spain and to influence public policy, just as much on a European level as on a state and regional level.

EAPN-ES was created in 1991 and re-established in 2004 as a network of NGOs committed to the social inclusion of people experiencing poverty and marginalization.   It is currently composed of 17 regional networks, at the heart of which are organizations as diverse as foundations, federations and local associations, labor unions, regional and local NGOs, and 14 state-wide organizations, all of which are non-profit and share one common component:  the fight against poverty and social exclusion.

One of our objectives, which is the same as that of EAPN in Europe, is to establish an online network so that we can work in a group and join forces in order to achieve greater and better results in the fight against poverty and social exclusion in Spain. 
 
EAPN-ES is a horizontal, plural and independent organization.

  • To promote and increase the effectiveness and efficiency of the actions designed to fight against poverty and marginalization in Spain, in an attempt to bring public and private organizations together on a local, regional and state level.
  • To collaborate on defining policies that directly or indirectly affect poverty and social exclusion, as well as on developing programs designed to fight against both of these situations.
  • To ensure the work of special interest groups, which is that of reporting and speaking out in favor of the people and groups living in poverty and experiencing social exclusion.
  • To contribute to defining the phenomenon related to poverty and social exclusion, and to coordinate the role of organizations and people that form the Association in view of these phenomenon.
  • To collaborate on initiatives that attempt to achieve the same objectives for which the Association was created.
  • To serve as a channel of expression and participation for the people and groups affected by poverty and marginalization.
  • To serve as a connecting link among the members of the Association for the purpose of maintaining contacts, exchanging experiences and information, and for unity and mutual support when facing shared problems, for which the Association can provide the necessary means of expression and communication.
  • To promote the formation and exchange of experiences among affected individuals, volunteers and professionals, in order to improve the achievement of the Association’s objectives and those of its members.
  • To contribute to the organization of the Social Third Sector and to the improvement and strengthening of its organizations.

  • To recognize that the multidimensional nature of poverty and social exclusion demands a global and integrated approach to situations.
  • To promote cooperation with other NGOs or actively participating groups in the fight against poverty and social exclusion.
  • To elaborate policies and activities based on the interests and opinions of the people living in situations of poverty and social exclusion.
  • To promote the participation of people living in situations of poverty and social exclusion, as well as of the organizations in which they take part.
  • To respect the equality of genders/classes, and to promote the participation of ethnic minorities in the structures of the network.
  • To promote the respect of cultural and religious diversity, and the equal treatment of all people by fighting against all types of discrimination based on gender, racial or ethnic origin, religion or beliefs, disability, age, sexual orientation and social conditions or descent.

Structure

The decentralized structure of the Spanish network responds to the need to maintain a stable presence throughout the country, by carrying out its activities on a local, regional and national level in a coordinated way.
The highest body of EAPN-ES is the General Assembly, where all of the organizations that form the network are held, and which is in charge of making all strategic decisions.  Just below this is the Executive Committee, composed of five state organizations and a representative of the national networks, as well as the Permanent Committee, composed of two representatives from the state organizations and six from the regional networks.   Likewise, the Network carries out its objectives through work groups that are organized according to the strategic necessities of EAPN.
Lastly, the Technical Department of EAPN-ES, whose headquarters is located in Madrid, carries out coordination efforts within the Network in addition to organizing European and State participation meetings and the work groups, while at the same time channeling the information generated by the different networks and organizations that compose it.

What are the Work Groups?

In order to carry out the goals and objectives set by EAPN-ES in its statutes and in its planning and work documents, various groups have been created that must define, formulate and develop the main areas and action lines in our Network.  EAPN Spain receives an added value through the experience and knowledge that its members provide by their participation in work groups, the exchange of their points of view, good practices and individual expertise.

Also, the tasks carried out by the work groups must include those of gathering the different expectations, experiences, points of view and actions that occur in different regions and from the other member organizations.  In the same way, they must give feedback in terms of the participation, contribution and decision-making that occurs on the EAPN European level.
